I am already a YouTube partner on one account but I was wondering how to get partner on another account of mine? Can you link the two?

I’d assume that each account stands for its own.
So you’d have to reapply for partnership on your second account.
Which shouldn’t be all too hard if you already have a big enough audience.
You could just mention your second channel in one of your first account’s videos (and/or video / channel descriptions).
